NITI Aayog released the second edition of the India Electric Mobility Index (IEMI) 2025.
Delhi emerged as the top-performing State/UT in electric mobility adoption.
India Electric Mobility Index (IEMI)
- Purpose – It measures and evaluates the progress of States and UTs towards their electric mobility goals.
- Coverage – All Indian States and Union Territories.
- Scoring – States/UTs are scored out of 100.
- Indicators – 16 indicators grouped under 3 core themes.
- 3 Core Themes
- Transport Electrification Progress –
- Carries the highest weightage – 50%.
- Delhi, Chandigarh and Maharashtra qualified as top performers under this theme.
- Charging Infrastructure Readiness – Assesses the preparedness and availability of EV charging infrastructure.
- EV Research and Innovation Status – Assesses progress in research, technology and innovation related to electric mobility.
- Top Performers – Delhi, Maharashtra, Karnataka, Chandigarh, Goa
Significance of Electric Mobility
- Road transport contributes around 12% of India’s energy-related CO₂ emissions.
- Electric bus adoption has gained momentum in India since 2021.
- EV adoption can help reduce fossil-fuel dependence, urban air pollution and transport-sector emissions.

- Global Context – In 2025, electric cars accounted for approximately:
- US: 1/10th of new car sales
- European Union: More than ¼ of new car sales
- China: More than ½ of new car sales
