Why in News?
The GOBARdhan Central Sector Scheme (National Circular Bioenergy Scheme), carrying a total financial outlay of Rs.23,731 crore, officially came into effect on September 1, 2026.
- Full Form- Galvanizing Organic Bio-Agro Resources Dhan.
- Aim - To scale up the production and use of Compressed Biogas (CBG) in India.
- The scheme marks a national push to transform agricultural residue, cattle dung, press mud, and municipal organic waste into Compressed Biogas (CBG) and organic manure.
- Implementation Period - Financial year 2026–27 to 2035–36.
- Nodal Ministry - Ministry of Petroleum and Natural Gas (MoPNG).
- Production Scale Target - Aims to increase India's domestic Compressed Biogas (CBG) production nearly 10-fold.
- Six Growth Engines Framework
- Assured CBG Offtake - Mandated offtake mechanisms to guarantee off-takers for produced biogas.
- Stable Pricing Framework - Establishes a government-backed administered CBG price of Rs.2,110 per MMBTU (Metric Million British Thermal Unit).
- Capital Assistance - Grants up to Rs.2 crore per ton per day (TPD) of installed CBG capacity for eligible greenfield projects, along with support for brownfield expansions.
- Pipeline Infrastructure Support - Funding dedicated to cluster-based and standalone pipeline connectivity joining CBG facilities to City Gas Distribution (CGD) networks.
- Credit Guarantee Support - Risk-sharing credit guarantees to lower collateral hurdles for MSME-based developers.
- CBG Ecosystem Challenge Fund- Grants to drive local biomass mapping, technology adoption, and organic manure value-addition.
