Why in News?
For the first time, the National Statistical Office (NSO), MoSPI has published district-level estimates of India’s unincorporated non-agricultural sector, based on ASUSE 2025 data.
- Unincorporated sector – It comprises small businesses and production units that are not registered as separate legal entities from their owners.
Unincorporated ≠ Informal only
- It is a non-agricultural sector that comprises economic establishments that are not registered as companies under the Companies Act. This sector broadly includes the following categories:
- Manufacturing – Small/unincorporated manufacturing units
- Trade – Wholesale/retail businesses
- Other services – Various service enterprises

- Survey methodology
- Coverage – The survey covers both rural and urban areas across India.
- Some hard-to-access villages in the Andaman and Nicobar Islands are excluded.
- The survey includes manufacturing, trade, and other service sectors.
- It focuses on unincorporated, non-agricultural establishments.
- Data collection – Establishments were listed in selected sampling units first.
- Required establishments were subsequently chosen for detailed survey.
- Information was usually collected through oral enquiry.
- Reference period – Monthly.
- Data collection was conducted using Computer Assisted Personal Interviewing (CAPI) on tablets.
