- Mental health support system – It mandates schools, colleges, hostels and coaching institutes are required to proactively develop support systems to address the issue of mental health.
- District-level monitoring committees – It instruct States and Union Territories to bring the rules into force in 2 months and obligate the setting up of district-level monitoring committees.
- Legislative power – Until Parliament passes a full code, these guidelines will have legislative force.

SC on Anticipatory Bail in Caste Crime
The Supreme Court reaffirmed that Section 18 of the SC/ST (Prevention of Atrocities) Act, 1989, bars anticipatory bail and mini-trail.
- SC quashed – Bombay HC's anticipatory bail order, upholding Section 18 of the SC/ST Act, 1989 in Kiran vs Rajkumar Jivaraj Jain (2025).
- Section 18 – Categorically excludes application of Section 438 CrPC (anticipatory bail) for offences under the Act.
- Legislative Intent – Protect victims from intimidation, ensure effective prosecution, address systemic untouchability and caste discrimination.
- "Mini-trial" Barred – Courts should not conduct a "mini-trial" at the bail stage and only examine if a prima facie case exists based on FIR.
