Why in News?

Recently, the government highlighted PMMSY-led deep-sea fishing initiatives, inter-ministerial coordination, and financial support to strengthen marine fisheries and fishers’ livelihoods.

India is the world’s 2^nd largest fish producer, with around 8% share across the world.

Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship scheme launched for the sustainable and responsible development of the fisheries sector.
It aims to boost fish production, double export earnings, and create direct/indirect employment opportunities.
Launched in – 2020.
Nodal Ministry – The Ministry of Fisheries, Animal Husbandry and Dairying.
Implemented by – The Department of Fisheries under the Ministry of Fisheries, Animal Husbandry and Dairying.
Objective – To help the fisheries sector achieve new heights while ensuring the socio-economic welfare of fishers, fish farmers and other stakeholders.
To empower traditional and small-scale fishers to undertake deep-sea fishing.
Duration – 5 years (2020-2025).
Sub scheme – Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PMMKSSY)is a component under the PMMSY.
Key Features –

Domain	Provisions
Deep-Sea Fishing Support	Financial assistance for the acquisition of deep-sea fishing vessels. Upgradation of existing fishing vessels for export competency.
Governance & Institutional Coordination	“Whole of Government” approach adopted. Collaboration between the Ministry of Cooperation and the Department of Fisheries through a Joint Working Group (JWG).
Cooperatives & FFPOs	Strengthening of fishery cooperatives and Fish Farmer Producer Organisations (FFPOs). Access to institutional finance and cooperative-based asset creation.
Livelihood & Welfare Measures (PMMSY)	Provision of boats and nets to traditional fishermen. Support for communication and tracking devices. Sea-safety kits and insurance cover for fishers. Training and skill development. Alternative/additional livelihoods such as *seaweed cultivation and bivalve culture.*
Infrastructure & Value Chain Development	Development of processing and support for cold-chain and marketing facilities. Construction of Fishing Harbours and Fish Landing Centres for safe landing and berthing.
