Why in News?

Recently, Union government has announced introduction of an updated Seeds and Pesticide Management Bill in the next Parliament session.

  • Announced by- Ministry of Agriculture.
  • Objective - To regulate Production, sales, import & use of pesticides to ensure efficacy & Safety, by replacing Insecticides Act, 1968

CropLife India an Industrial body has submitted recommendations to address "innovation lags" and export challenges.

  • Key Recommendation - Regulatory Data Protection - The industry is asking for a 5 -year "protection period" for the data.

Challenge: Companies spend a lot of money on environmental research & Safety. If protection is provided to this data, they would earn more incentives to bring technological innovations.

Possible Solution - A 5-year window should be given to these companies to have a head start, boosting them to launch modern products in India.

  • Gearing up Innovations - Presently, Indian farmers more often rely on chemicals which are old. Croplife India warned them of:

Resistance:  Continues use of old chemicals would cause resistance in pest

Over-spraying: To get better results Farmers often over Spray. This can leave behind traces that make crops harder to sell.

  • Impact on Exports

Modern pesticides use lower doses & are more targeted in nature. Indian exports would be at risk without their use.

Example: Nearly 40 Million Kg of Tea from Assam is exported to UK & other European nations which are @ risk because these products do not meet strict safety standards which are required in these nations.

  • Trade Ending Black Market Trade

Croplife India, stated final law should be:

Based on Modern Science.

 Having strict approval deadline.

Against Black Marketing & sales of fake pesticides a Strong action to be taken.

Updating the Pesticide Bill is viewed as a Necessity for India to align with international food safety standards

To have time bound regulatory process to ensure that Global technology reaches Indian farmers quickly.   

Central Insecticides Boards & Registration Committee (CIBRC)

This body established under Ministry of Agriculture which advises the government on technical matters related to pesticides.
