Why in News?

The Delhi government has recently notifying its new EV policy.

  • New EV Policy – It focus entirely on electric vehicles (2 & 3-wheelers) with an aim to combat air pollution and accelerate EV adoption.
  • It creates a clear roadmap by combining consumer incentives, charging infrastructure expansion and long-term ecosystem investments.
  • Nodal Agency – Department of transport, NCT of Delhi (implementation) & Delhi Transco Ltd. (DTL) (developing charging infrastructure) including collaborating with the power department and distribution companies.
  • Budget – Rs.7,000 crore budget with an overall investment of Rs.15,000 crore.
  • Effect from – The ‘transformative and revolutionary’ policy has come into effect on July 1, 2026, and would remain effective till March 31, 2030.
  • Need for New Policy – In NCT Delhi, the 33% of air pollution was caused by commercial goods carrier vehicles and 46% by two- and three-wheelers.

Key Highlights of the Policy

  • Dedicated Portal – A dedicated EV portal would set up to keep track of purchased and registered vehicles.
  • Deadlines for transition to EV
    • From January 1, 2027, only electric three wheelers and N1 trucks will be registered.
    • From April 1, 2028 only electric two-wheelers will be registered.
    • School buses must convert atleast 10% of their fleet to EVs within two years of policy notification;
    • Existing fossil‑fuel vehicles can allowed to continue for their full lifecycle.
  • Tax Exceptions – The road tax and registration fee exemption would be applicable for cars costing only up to Rs.30 lakh, at ex-showroom price.
  • Purchase Incentives
    • Two-Wheelers – Rs.30,000, Rs.20,000 and Rs.10,000 respectively, for the first, second and third years.
    • Three-Wheelers – Rs.50,000, Rs.40,000 and Rs.30,000 respectively, for the first, second and third years.
  • Scrapping Incentives
    • Vehicles below BS-IV emission norms – Around Rs. 10,000 for two-wheelers, Rs.25,000 for three-wheelers and Rs.1 lakh for four-wheelers.
    • N1 Trucks – Rs.50,000
    • Gramin Seva Units – Rs.15,000 (completing their lifecycle in the coming years).
  • Subsidies – The consumers can apply within 30 days of registration for a subsidy of up to Rs.1 lakh on N1 commercial trucks & no subsidy for hybrids, which will be disbursed via DBT within 60 days.
  • Infrastructure Development – Install 32,000 charging points over the next four years, funded under PM e‑Drive schemes and the Delhi government budget, with about Rs.1,000 crore allocated for charging infrastructure development.
