Why in News?

Recently, the Department of Defence Production (DDP) notified the 6th Positive Indigenisation List (PIL) consisting of 405 strategically important items with an estimated business potential of Rs 3,070 crore.

  • Included Items
    • 389 items for Defence Public Sector Undertakings (DPSUs)
    • 16 items for the Indian Coast Guard (ICG)
  • Categories- Line Replaceable Units (LRUs), sub-systems, sub-assemblies, spares, components, and raw materials.

Key Covered Platforms & Systems

  • Air Platforms - Su-30MKI, Light Combat Aircraft (LCA), Advanced Light Helicopter (ALH), Light Utility Helicopter (LUH), and AL-31FP Engines.
  • Armoured Platforms- T-72, T-90 tanks, and BMP-II infantry combat vehicles.
  • Naval & Missiles - Warships, Konkurs-M, Invar, and MRSAM missile systems.
  • Defence Electronics & Munitions - Radars, sonars, fire control systems, satellite communication systems, and High Explosive Anti-Tank (HEAT) ammunition.

Execution via the SRIJAN Portal

  • The item details and indicative timelines for indigenisation are uploaded on the SRIJAN Defence Portal.
  • Once indigenously developed through 'Make' procedures or in-house R&D, these items will be exclusively procured from Indian vendors, particularly MSMEs and startups.

6th Positive Indigenisation List

SRIJAN Defence Portal

  • It is an online single-window platform launched in August 2020.
  • Launched by – The Department of Defence Production (DDP), Ministry of Defence.
  • Aim - To drive import substitution and domestic manufacturing under the Aatmanirbhar Bharat initiative.
  • Core Objectives - Import Substitution - Enables private vendors, MSMEs, and startups to design, develop, and produce defence equipment, sub-systems, and components previously imported from foreign suppliers.
  • Industry Engagement - Connects domestic Indian manufacturers directly with procuring agencies, including Defence Public Sector Undertakings (DPSUs), the Indian Coast Guard, and the Armed Forces (Service Headquarters).
  • Open Technical Access- Provides transparent access to technical specifications, item descriptions, indicative NATO classifications, and historical import values. 
  • Working - Listing Import Items - DPSUs and Service Headquarters list defence components, Line Replaceable Units (LRUs), sub-assemblies, and raw materials that are currently imported.
  • Vendor Expression of Interest (EoI) - Indian industry partners browse the portal and submit interest based on their design and manufacturing capabilities, either independently or through joint ventures.
  • Development & Qualification - Vendors undertake development through options such as the 'Make' procedure, in-house R&D, or technology transfer agreements.
  • Domestic Procurement- Upon successful quality certification and testing, foreign imports are embargoed for those items, and direct procurement orders are placed with Indian suppliers.
