Prelims – Current events of National and International importance| Government Schemes.

Why in News?

Recently, the Department of drinking water and sanitation (DDWS) organizing a Roundtable Conference on Swachh Bharat Mission-Grameen (SBM-G) Progress & Brainstorming on SBM-G Next Phase.

  • It is a flagship rural sanitation programme to eliminate open defecation and promote cleanliness in rural India.
  • It is a Centrally sponsored scheme.
  • Launched on – October 2, 2014.
  • Nodal Ministry – Department of Drinking Water and Sanitation, Ministry of Jal Shakti.
  • Phase I (2014–2019) – To Eliminate open defecation across rural India by promoting
    • Widespread behavioural change,
    • Constructing household and community toilets, and
    • Achieving universal sanitation coverage.
  • Phase II (2020–2025/26) To improve the level of cleanliness in rural areas through solid and liquid waste management activities, making villages ODF Plus. This includes
    • ODF Sustainability
    • Solid Waste Management
    • Liquid Waste Management
    • Visual Cleanliness
  • Financial support –Individual Household Latrines (IHHL) - Rs. 12,000 for individual household latrines (IHHL) for eligible households, with incentives potentially provided as cash or materials.
  • Community Managed Sanitation Complexes (CMSC) – It has been enhanced to Rs. 3 lakh, with 70% of funds provided under SBM(G) and the remaining 30% from 15th Finance Commission grants.
  • Solid and Liquid Waste Management (SLWM) – It is on a per capita basis.
  • Funding for village-level activities is largely borne by SBM(G), with 30% also contributed by the 15th Finance Commission grants.
  • Fund sharing – Between Centre and States will be 90:10 for North-Eastern States, Himalayan States and UT of J&K.
  • 60:40 for other States and 100:0 for other Union Territories, for all the components.
  • Achievements – 11.93 crore Individual Household Latrines
    • 2.62 lakhs Community Sanitary Complexes
    • 4.76 lakh ODF Plus Model Villages
    • 950 functional GOBARdhan projects
    • 124 Faecal Sludge Treatment Plants.

The WHO reported 300,000 fewer diarrheal deaths in 2019 compared to 2014, directly attributable to improved sanitation.
