Why in News?

The Department of Land Resources is set to launch operational guidelines for DILRMP 3.0, announcing a Rs.565.50 crore digital overhaul of India’s land records.

Digital India Land Records Modernisation Programme (DILRMP)

  • Current phase – DILRMP 3.0 (third phase).
  • Period – 2026-2031 (five years).
  • Type of scheme – Central Sector Scheme (100% Centre funding).
  • Outlay – Rs.565.50 crore.
  • Nodal Ministry – Ministry of Rural Development.
  • Implementing Department – Department of Land Resources (DoLR).
  • Coverage – All States and Union Territories.
  • Objectives – To develop a comprehensive, GIS-enabled “Land Stack,” a Digital Public Infrastructure (DPI) that integrates the following components:
    • Land ownership records (RoR, mutation, titles)
    • Cadastral maps with georeferenced coordinates
    • Property registration data (deeds, transactions)
    • Revenue court cases and dispute tracking
    • Other related land information, such as land use, into a single interoperable ecosystem.

  • Key Interventions
  • Universal Bhu-Aadhaar (ULPIN) – A framework to assign a 14-digit unique identification number to every land parcel in the country, ensuring secure and unmistakable identity for all properties.
  • Digitisation of Maps and Georeferencing – Complete digitization of cadastral maps embedded with exact geographical coordinates.
  • Paperless Property Registration – The introduction of end-to-end online, paperless registration and a new Registration Repository. The Ministry also plans to upgrade 75 Sub-Registrar Offices (SROs) into modern 'Registration Seva Kendras' with an outlay of Rs.37.5 Crore.
  • Integrated Revenue Courts – A modern, paperless case management system (RCCMS) integrated directly with land records to track disputes and cut down the time and cost of legal battles.
  • NAKSHA Pilot for Urban Areas – Completion of NAKSHA Pilot.

Evolution of DILRMP

  • Origin – The programme was initially known as the National Land Records Modernisation Programme (NLRMP).
  • Revamp – In 2016, the NLRMP was restructured as the DILRMP and designated as a Central Sector Scheme with full central government funding.
  • Earlier phases focused on the following objectives:
    • Computerisation of land records, specifically Records of Rights (RoR)
    • Computerisation of land registration processes
    • Digitisation of cadastral maps
    • Integration of land records and registration systems across multiple states.
