- Released by – National Crime Records Bureau (NCRB).
- Key highlights – Between 2019 and 2023, the Commission noted that a total of 3,639 people reportedly died from exposure to cold waves in the country.

Guidelines to Mitigate the Impacts of Cold Waves
NHRC, India urges 19 states and 4 UT Administrations to take preventive measures.
- Aim – To protect homeless and vulnerable people from cold waves during the winter.
- NHRC reiterated – The National Disaster Management Authority (NDMA) guidelines to mitigate the impacts of cold waves, which include:
- Establishing treatment protocols;
- Setting up day and night shelters;
- Providing medical care and implementing standard treatment procedures for cold-related illnesses; and
- Ensuring consistent monitoring of the relief efforts and adopting a proactive approach to ensure their effectiveness.

International Snow Leopard Day
India Marks International Snow Leopard Day with Nationwide ‘#23for23 Initiative’.
- Observed on – 23rd October.
- Unique initiative – #23for23: 23 Minutes for Snow Leopards
- Initiated by – Global Leopard and Ecosystem Protection Program (GSLEP) and Snow Leopard Trust.
- Objectives – To raise global awareness about snow leopards and their mountain ecosystem.
- To inspire public participation in conservation through a symbolic @3-minute action.
- To demonstrate solidarity among all now leopard range countries for their protection.

Training Modules on Public Health Management of Chemical Emergencies
- Developed by – National Centre for Disease Control (NCDC), Ministry of Health and Family Welfare, on the Public Health Management of Chemical Emergencies with National Disaster Management Authority.
- Technical support from – World Health Organization (WHO India).
- 3 modules include –
- Module 1 – Preparedness, Surveillance, and Response for Public Health Management of Chemical Emergencies.
- Module 2 – Pre-Hospital Management of Chemical Emergencies.
- Module 3 – Medical Management of Chemical Emergencies.
- Aim – To equip public health professionals & responders with the necessary knowledge and skills for timely and effective management of chemical incidents.
- Significance – Strengthening chemical emergency management.
- It also supports core capacities under the International Health Regulations (IHR 2005), contributing to both national and global health security.

- Aim – To facilitate the revenue procurement amounting to approx. Rs 1 lakh crore by the three Services and other establishments under Ministry of Defence (MoD).

14th India-Bhutan Border Management and Security Meeting
- Held in – Thimphu.
- Reviewed – Bilateral security cooperation and border management issues, including mobile signal spill over, future roadmap for Integrated Check Posts, maintenance of boundary pillars and cross-border movement.
- Significance – It reaffirms their strong friendship, India and Bhutan committed to deepening cooperation across traditional and emerging areas.
- Last meeting was held in – 2019.

Delivery of Mahe to Indian Navy
- It is the 1st of 8 Anti-Submarine Warfare Shallow Water Crafts (ASW SWC).
- Built by – Cochin Shipyard Limited (CSL), Kochi
- ‘Mahe’, named after – The historic port town in the Union Territory of Puducherry, symbolises India's rich maritime heritage.
- Features – It is equipped for underwater surveillance, Low Intensity Maritime Operations (LIMO), Anti-Submarine Warfare (ASW) operations in coastal waters and has advanced Mine Laying capability.
- At approximately 78 metres, with a displacement of around 1,100 tons, the ship packs a punch in underwater warfare, with torpedoes, Multifunctional Anti-Submarine Rockets, and advanced radars and sonars.
- Significance – It reflects India's growing self-reliance in Naval Shipbuilding.
- It contains over 80% indigenous content, which reaffirms the vision of ‘Aatmanirbhar Bharat’.

Loktak Lake
A Nagaland University study has flagged an environmental worry for Loktak Lake.
- It is the largest freshwater lake in Northeast India.
- Located in – Manipur.
- Distinguished by – Its floating biomass called phumdi in the Meitei language.
- Keibul Lamjao National Park – Home to the rare brow-antlered deer, is an integral part of the lake.
- Drainage of rivers – Khuga, Western, Nambul, Imphal, Kongba, Iril, Thoubal, Heirok, and Sekmai.
- Designated as – A wetland of international importance under the Ramsar Convention in 1990 and Montreux Record in 1993.
- Biodiversity – Home to 132 plant species and 428 animal species.
