Appointments Committee of the Cabinet (ACC)

ACC has approved new chiefs for the Indo Tibetan Border Police (ITBP), Border Security Force (BSF), and National Investigation Agency (NIA).

  • It formed by a two-member committee.
  • Headed by – Prime Minister as the Chairperson, with the Minister of Home Affairs as the only other member.
  • Established under – Government of India (Transaction of Business) Rules, 1961.
  • Objective – To selects, appoints, and approves key positions to ensure efficient administration and policy implementation.

Snap Election

Japan's PM Sanae Takaichi intends to dissolve Parliament for a snap election, leveraging her high approval ratings.

  • An election held ahead of schedule (earlier than constitutionally or conventionally required), usually initiated by the ruling government to benefit from favourable conditions.

Economy

Update to India's CPI Base Year

  • Current CPI – Base year 2012
  • New CPI – Base year 2024, to be released on 12th February.
  • Reason for Update –
    • The 2012 CPI weightages are outdated and fail to capture current consumption trends.
    • Official inflation in December 2025 was 1.33%, but households perceived it at 6.6% according to the RBI survey.
  • Source of new weights – Household Consumption Expenditure Survey 2023 - 24.

Consumer Price Index or CPI

  • It measures the overall change in the prices of goods and services that people typically buy over time.
  • The goods and services that are included in the basket are determined from the Household Budget Survey (HBS), which is conducted every 5 years.

Base Year

  • A base year serves as the starting point for tracking numbers over time.
  • These are used in financial analysis to track growth in sales, revenue growth, and other metrics.
  • It is revised periodically to better capture the structural changes happening in the economy by updating the methodology of compilation and incorporation of new data sources.
  • Proposed new base year for –
    • GDP and IIP is 2022-23, and
    • CPI is 2024.

Household Consumption Expenditure Survey 2023 – 24

  • Conducted by – National Statistical Office (NSO), Ministry of Statistics and Programme Implementation.
  • Objectives –
    • To collect information on consumption and expenditure of the households on goods and services.
    • To provide data required to assess trends in economic well-being,
    • To determine and update the basket of consumer goods and services and weights used for the calculation of the Consumer Price Index.

Global Unemployment Rate & Poverty

  • Reported by – International Labour Organization’s 2026 report.
  • Key points –
    • Global unemployment – In 2026 is expected to stay low at 4.9% (186 million people).
    • Around 284 million workers earn less than $3 a day, living in extreme poverty.
    • Between 2015 and 2025, extreme working poverty fell by only 3.1 percentage points, compared to a 15‑point drop in the previous decade.
    • Over 2 billion workers worldwide are still engaged in informal employment.
  • Key challenges – It includes rising poverty among workers in low‑income countries, persistent gender inequality, and trade uncertainties,

UN Report on Sri Lanka Conflict & Tamil Rights

  • Focus – The report examines sexual violence committed by Sri Lankan security forces against Tamil civilians during the civil war, which ended 17 years ago.
  • Key finding – Sexual abuses remain unaddressed.
  • Recommendations
    • The UN recommends ensuring accountability for past violations.
    • It urges Sri Lanka to formally acknowledge the abuses.
    • Survivors should be supported through appropriate measures.
    • Reforms must be implemented to end impunity and deliver justice.

Miscellaneous

National Voters' Day 2026

  • Observed on – 25th January.
  • Theme – "My India, My Vote" with a tagline of Citizen at the Heart of Indian Democracy.
  • Commemoration to – The foundation of the Election Commission of India (ECI), which was established on January 25, 1950, under Article 324 of the Indian Constitution.
  • Objective – To honour voters, encourage youth participation, and strengthen democratic values, and promote universal adult suffrage.

National Army Day 2026

  • Observed annually on – 15th January.
  • Theme – Year of Networking and Data Centricity, focuses on digital transformation within the Indian Army.
  • Recognition of – Field Marshal Kodandera M Cariappa (then a Lieutenant General) taking over as the 1st Commander-in-Chief of the Indian Army from General Fransis Bucher, the last British Commander-in-Chief of India, on 15 January 1949.
