Why in News?

Recently, the 86th All India Presiding Officers’ Conference (AIPOC) was inaugurated by the Governor of Uttar Pradesh in Lucknow. 

  • Aim It is the apex body of legislatures in India.
  • It serves as a platform for Speakers and Presiding Officers of the Parliament and State Legislative bodies to share best practices, discuss legislative procedures, and address contemporary challenges facing democratic institutions.
  • Objectives Sharing Knowledge - It provides a platform for legislative bodies to exchange innovative ideas and best practices for better functioning.
  • Strengthening Democratic Governance - The conference discusses ways to enhance accountability, improve the conduct of the Houses, and ensure that legislatures effectively represent the people's concerns.
  • Modernization - A key focus is on the adoption of modern technologies and AI tools to make legislative processes more efficient, effective, and citizen-centric.
  • Upholding Values - Discussions often centre on the role of Parliament and state legislatures in upholding the values enshrined in the Constitution.
  • Participants Presiding Officers from 28 States, 3 Union Territories, and 6 Legislative Councils.
  • 86th AIPOC, 2026
    • Host – Hosted in Lucknow, Uttar Pradesh, for the 4th time.
    • Theme – The three-day national conference is being held with the theme ‘Strong Legislature-Prosperous Nation.’
    • Key Speakers – Shri Om Birla, Speaker of Lok Sabha.
    • Smt. Anandiben Patel, Governor of Uttar Pradesh.
    • Shri Satish Mahana, Speaker, Uttar Pradesh Legislative Assembly.
  • Highlights The conference raised concern over the declining sitting days of State Legislatures.
  • It advocated that the Presiding Officers must be above party politics.
  • Stress on longer House functioning for meaningful and outcome-oriented debates.
  • Discussed on paperless legislatures and future technological challenges.
